The ratio should match the expected primary current and the meter or relay input. It should allow normal operating current to be measured accurately while still supporting protection requirements.
They are often different. Metering CTs prioritize accuracy in normal load ranges, while protection CTs must remain reliable during fault conditions. Some projects use separate cores for each function.
